STEP-BY-STEP GUIDE: WHEN AND HOW TO USE IT

  • When: The Guide could be used a) during the planning/proposal stage, b) during the evaluation stage (mid-term or endline), or c) anytime during or after a project.
  • How: For the analysis of a project’s outputs and outcome costs and their justification, follow the steps starting with chapter I. Preparation for the VFM Analysis. If you would like to use this guide during the planning/proposal stage, you will need the logical framework and budget. If you would like to assess a project’s VFM during or after a project, you will need a document of actual spending.

VFM SYSTEMS MATRIX: WHEN AND HOW TO USE IT

  • When: The VFM Systems Matrix: Are the correct systems and processes in place to ensure Value for Money? can be used at the proposal stage as checklist of items to be considered during identification and planning or during project implementation as a self-assessment tool or a tool to be used by a project evaluator. It requires the review of the project documents, internal procedures as well as discussions with program and support staff.
  • How: The Matrix can be used jointly with the step-by-step guide so that a holistic VFM analysis can be conducted. Follow steps from the Guide starting with chapter VI. VFM System Matrix.

VFM BUDGET TEMPLATE: WHEN AND HOW TO USE IT

  • When: In the past, project budgets have not divided support costs between the different outputs. This is now needed to generate VFM indicators and you can use our VFM-budget template that does most of the calculations for you.
  • How: For the analysis of a project’s outputs and outcome costs and their justification, follow the steps starting with chapter I. Preparation for the VFM Analysis. You can decide, whether you will you the template at Step 2, you will need its VFM calculations sheet starting from Step 8.

VFM STANDARD TEXT FOR PROPOSAL: WHEN AND HOW TO USE IT

  • When: For each detected cost-driver (most significant costs), you will find the relevant text from the Economy section of the standard Text for proposal document and adapt it for your proposal. The Text also provides a qualitative justification for the developed efficiency indicators and Alpha values with equity in the proposal.
  • How: Follow the steps starting with chapter I. Preparation for the VFM Analysis. You will need the Text starting from Step 7.

VFM COST DRIVERS’ IN-DEPTH ANALYSIS

  • When: If needed, you can also do a more in-depth analysis of the unit costs of your key cost drivers apart from proposed regular analysis and justification of the key cost drivers.
  • How: Follow the steps starting with chapter I. Preparation for the VFM Analysis. You can use the In-depth Analysis during Step 7.

VFM EQUITY QUANTITATIVE ANALYSIS

  • When: The Guide’s Step 9 provides guidance how to provide a qualitative description of how Equity has been considered in your project. However, an optional further step could be to a quantitative Equity analysis.
  • How: Follow the steps starting with chapter I. Preparation for the VFM Analysis. You can use the Quantitative Analysis when reviewing chapter V. Equity.
